The 80:20 rule explains death and injury on our roads

For every ten billion miles driven on motorways, 15 people die, and 78 are injured. 

For every ten billion miles driven on urban roads, 52 people die, and 7523 are injured, with pedestrians most likely to be the victims. 

This leads me to a 80:20 proposal…
